Where can I find 'scene' clothes/makeup in Oahu?

Hi, I'm trying to get a new wardrobe. But, the only places that I can find that have 'scene' or 'cup cake emo' clothing is hot topic, forever 21, and wet seal. Those prices are kind of high. I'm not the biggest fan of burrowing through thrift store clothes either. My family is trying to save money. Is there any places that I can find some good quality make up [that's not tested on animals] and clothes. Thanks!

1. try places like Plato's closet or something. honestly, forever 21 is pretty cheap, i dont know of a cheaper store to get clothes like that. as for makeup, use dark eyeshadow from MAC its about $14 for an eyeshadow there and the pigmentation is amazing!
